Job Summary:
Supervises and provides guidance to the recreation and waterway enforcement officers. This includes providing and coordinating training of team members, overseeing major incidents on waterways, investigating citizen complaints, obtaining warrants, testifying in court, and acting as the liaison and assisting with multiple agencies. The position will also perform grant writing, reporting, budgeting, and provide program administration.
Starting Wage: $30.75 per hour to start, no benefits, variable schedule, as needed, up to 19.5 hours per week
- Supervises the recreational services officers by overseeing and directing work, providing training and coaching to employees, assisting as needed, tracking statistics and metrics of team, deploying resources appropriately, and reviewing enforcement actions.
- Responds to calls for services from the public.
- Ensures that staff are adequately trained and that staffing needs are met to provide for the public.
- Provides training to assigned personnel in drunk driving detection and preliminary breath testing, evidence collection, evidence photography, crash investigation, CPR, first aid, blood borne pathogens, field training, HAZMAT, marine patrol tactics and boating safety, and water rescue.
- Investigates criminal complaints, makes arrests, collects evidence, prepares cases, files reports and charges, obtains reports, and testifies in court.
- Oversees major crime scenes, accidents, and events that occur on the waterways. This would include fatal accidents involving recreational vehicles, drownings, missing persons, and large community events (ie: festivals and fireworks displays).
- Respond to and investigate citizen complaints of alleged misconduct of personnel. Advises Command Staff on findings of investigation.
- Provides administrative support of department functions pertaining to recreation services. This includes planning, participating in, and leading meetings, management documents and reports, developing procedures, and media relations.
- Manages grants of the recreational services which includes completing the application, documentation, mandatory reporting, submission, budgeting, data analysis, auditing, and maintaining records.
- Develops and updates policies related to the recreational services.
- Maintains the budget of the division and allocates resources appropriately.
Education and Experience:
- Associates Degree
- Five (5) years of Law Enforcement/Marine Patrol experience with at least three (3) years overseeing marine operations preferred.
- Certification through a Marine Patrol Academy with Michigan Commission on Law Enforcement Standards (MCOLES) certification preferred
